Coinbase CLO Criticizes The US Treasury Over Tornado Cash SDN Delisting Procedure

The US has lifted sanctions against crypto mixer Tornado Cash but the procedure has drawn widespread criticisms. Coinbase Chief Legal Officer (CLO) Paul Grewal has taken swipes at the US Treasury for its “botched” attempt at waiving the need for a final judgment.

Coinbase CLO Pokes Holes In US Treasury’s Latest Court Filing

In a strongly worded post on X, Coinbase CLO Paul Grewal railed against the US Treasury’s handling of Tornado Cash’s delisting from the sanctions list. According to Grewal’s disclosure, the US Treasury filed a pleading to moot the need for a final judgment on the matter.

In legal terms, a party to dispute can apply to moot a final judgment, arguing that the issue at hand is no longer significant or actionable. Following Tornado Cash’s removal from the Specially Designated Nationals and Blocked Persons (SDN) list, the US Treasury’s latest filing seeks to waive a final judgment on the case. Tornado Cash users have been in court, challenging the US Treasury’s decision to place the mixer on the SDN list.

However, Grewal argues that the filing runs contrary to established legal processes in the US. He notes a proper filing follows only if the defendant can show that the “practice cannot reasonably be expected to recur.”

The Coinbase CLO cited several legal precedents involving law enforcement agencies removing sanctions and not moving a case. He argues that without a final court judgment, law enforcement can review their decision to impose fresh sanctions at a future date.

“Treasury has likewise removed the Tornado Cash entities from SDN, but has provided no assurance that it will not re-list Tornado Cash again,” said Grewal.

A Protracted Legal Battle Against Authorities

The road toward the lifting of Tornado Cash’s sanctions was long and winding. A raft of  Tornado Cash users headed to court to protest the placing of the mixer on the SDN list. US authorities say the mixer played a principal role in laundering nearly $500 million worth of stolen digital assets by North-Korean backed Lazarus Group.

After notching a series of small wins in Court, Grewal criticized the US Treasury for failing to comply with a court ruling clarifying the status of Tornado Cash’s smart contract. The court ruled that the smart contract did not form property under the IEEPA as it is non-erasable.

Tornado Cash has received support from Coinbase with the Ethereum Foundation supporting the legal defense of lead developer Alexey Pertsev.

According to a post on X, Satori notes that a bottoming pattern for Shiba Inu is in the offing, signaling the end of the downtrend. However, Satori BTC notes that confirmation of the bottoming pattern will be Shiba Inu price breaking through a key resistance level.

Shiba Inu price has tested the $0.0000134 resistance level multiple times with a breakthrough touted to trigger an impressive rally.  For Satori BTC, a breach through the level will lead to a 20% rally for SHIB on conservative estimates.

“If SHIB can break through the resistance in the next move, it will confirm a bottoming pattern (H&S),” said Satori BTC. “This could lead to at least a 20% price increase.”

A mysterious 1,000,000 SHIB burn is stoking embers of a rally in the coming days for the memecoin.

On-chain Indicators Are Leaning Toward A Rally

Apart from technicals pointing to an incoming rally, on-chain indicators are painting a similar picture of the memecoin. Shibarium’s total volume locked has reached its highest peak since January accentuating an increasing network activity.

A wave of token burns has triggered speculation of an impending supply crunch for SHIB, a marker for higher prices. There is rising optimism that SHIB can reach 1 cent, but the meteoric rise will be underscored by “aggressive token burns” and heavy institutional adoption.

For now, bullish sentiment for SHIB is rising with whales snagging tokens to bolster their holdings. However, investors are putting away the pessimism from SHIB’s death cross pattern that threatened to sink prices to new lows.

In a 19b-4 filing, CBOE officially declared its intention to list and trade Fidelity’s Solana ETF with the US SEC. This move formally kicks off the process for the Commission to either approve or deny Fidelity’s application to offer a Solana ETF, which will be tradable on the CBOE exchange.

This development comes just days after the billion-dollar asset manager filed to incorporate the SOL ETF in Delaware, raising speculations that a filing with the US SEC would come next.

Fidelity joins a host of other asset managers, including Grayscale, Franklin Templeton, Bitwise, Canary Capital, 21Shares, and VanEck, that have already filed to offer a Solana ETF.

BlackRock’s BUIDL Launches On Solana Signaling Rising Institutional Adoption

Solana is now home to the largest yield-bearing tokenized treasury following the launch of a new share class on the network. According to a press release, the BlackRock USD Institutional Digital Liquidity Fund (BUIDL) has extended support to Solana, pushing the frontier for traditional money market funds.

BUIDL Expands To Solana As It Eyes Expansion

One year after BlackRock and Securitize teamed up to roll out BUIDL, the blockchain-based money market fund has made its Solana debut. Securitize announced the development in a press release, noting the rollout of a new share class on Solana.

Following the expansion, BUIDL investors can now use the tokenized fund across Solana’s ecosystem. Securitize and BlackRock are eyeing lower transaction costs and instant settlements associated with the Solana network.

“As the market for RWAs and tokenized treasuries gains momentum, expanding BUIDL to Solana – a blockchain known for its speed, scalability, and cost efficiency – is a natural step,” said Securitize CEO Carlos Domingo.

Solana Foundation President Lily Liu stated in a press release that Solana will offer BUIDL a balance between innovation and operational efficiency. Liu cited Solana’s rising network metrics and active developer ecosystem as key reasons for the network to power the next wave of real-world assets (RWA).

BUIDL, with $1.7 billion AUM, has to stave off competition from Fidelity’s Treasury Digital Fund currently eyeing an OnChain share class on Ethereum.

Solana’s Institutional Adoption Surges To New Levels

Several institutions are tapping Solana for integrations to improve the scope of their offerings. Polymarket joined the fray with an announcement enabling SOL deposits of the prediction markets platform. Before Polymarket’s announcement, users could only fund their accounts via Circle’s stablecoin offering, USDC.

A wave of Solana exchange-traded funds (ETFs) are angling to flood the markets, a clear indicator of rising institutional appetite.

Following the BUIDL announcement, SOL currently trades at $144, sparking enthusiasm for a potential Ethereum flippening. However, daily trading volume has waned to settle down at $3.35 billion following the frantic exchange following Polymarket’s integration.
